Belarus is the last of 181 countries in the Paying Taxes 2009 study, prepared by PricewaterhouseCoopers and the World Bank.

Belarus occupies 176th place in total tax rate, 180th position in tax payments, 179th in time to comply graph.

In order to gather the necessary information to generate the tax indicators mentioned for the standardised business in each country, a case study company has been developed. The case study company is a domestic flower pot manufacturer and retailer. Nothing hangs specifically on the nature of the business; it has been chosen as some thing that can be readily understood worldwide. The overriding objective is to generate a standard fact pattern so that the tax indicators generated using the same criteria can be compared across so many countries without being significantly distorted by industry specific incentives and reliefs.

Ukraine is on the second to last position in the ranking. Russia occupies 134th place, with Kazakhstan far ahead (49th place). Among BRIC countries, situation in Russia is better than one in India (169) and Brazil (145), but worse than in Chine (132). Leaders of the list are Maldives and Qatar.
