Vice Prime-Minister Kasinets: “Go to a colony for up to two years if you were absent from work two or three times”

Control over labour activity of parents who have neglected their children is to be stepped up in the near future.

It has been stated by the vice Prime Minister of Belarus Alyaksandr Kasinets. On November 19 the official met with parents whose children are in state care.

He said that in the near future several companies would be founded for employment if people who are responsible to reimburse expenses for raising their children. “You will work in due order,” Alyaksandr Kasinets said addressing to those present.

In the near future a norm would be adopted according to which an employer is to be brought to responsibility for absence from work by persons who are responsible for paying for their children’s subsistence, BelTA informs.

The responsibility for absence from work is to be increased greatly for negligent parents. “If you have been absent from work tow of three times, you are to be sent to a colony for up to two years,” the vice Prime Minister said.

Alyaksandr Kasinets noted that parents whose children are entrusted to the state care, are primarily characterized by antisocial behaviour, they often have alcohol addiction, only 20% of them have special education, and 80% of them do not have practical skills for work. 70% of persons of such persons are women. The state spends average Br 194,000 a month per each child in state care. At the moment there are 31,300 children who a social orphans in the country.

The vice Prime Minister has specified that over the period of the Decree No. 18 was in force, 5,903 children have been taken away from negligent parents, and 3,867 have been returned to their families. “Earlier there were isolated incidents when children were returned to their biological families,” Alyaksandr Kasinets said.

He stated that the state would do everything necessary for bad parents to raise their children themselves, or to reimburse expenses of the state for child care. “Those who cannot work, we will teach them. We will make those who do not want to. We will cure those who suffer from alcohol addition. And those who won’t be changed by the methods mentioned earlier would be sent to place of deprivation of freedom,” the vice Prime Minister underlined.

According to his information, 1,866 criminal cases have been initiated against parents from dysfunctional families, 596 persons are in places of deprivation of freedom already.

The vide Prime Minister promised that the state won’t be lenient to such careless parents: “They will work. In construction industry only we need 100,000 workers”.

“Our country is little, every person is noticeable, and this destructive phenomenon, careless parents, will be eradicated,” Alyaksandr Kasinets said. He reminded that the day before the President of Belarus Alyaksandr Lukashenka has set very serious tasks in this sphere. “The work will be systematized in the near future. We will stand up for children. We won’t allow children suffer because alcohol is more dear for some people,” the vide Prime Minister said.

He ordered to examine all persons whose children are in state care, and those who suffer from alcohol addiction are to be sent to drug abuse clinics for forced treatment.

“We will use most modern methods for treatment,” the vice Prime Minister promised. He has also informed that in the near future the number of beds for such patients would be increased up to 1,000.

Alyaksandr Kasinets has also paid attention to the fact of insanitary condition of apartments where dysfunctional families live, and demanded to put their houses in order. Otherwise their apartments would be confiscated on account of payment for children care, the vice Prime Minister promised.

As we have informed, yesterday Alyaksandr Lukashenka stated that it is necessary to establish a labour camp in each region of Belarus for negligent parents who do not want to reimburse expenses for raising children by the state. “When they would be placed in such conditions, they would think thousand times whether to live as they lived previously or to work there. When you haven’t fulfilled the norm, received two reprimands, you are placed to a labour camp after the third one, with severe conditions. Then they would be trembling, they would have fear, they would rather work forcibly, fulfill three norms a day rather than go to such a camp. If that would have been done, I am sure that we wouldn’t have to discuss this problem like this. The situation could have changed over a year!” A. Lukashenka said.
