Belarusian Foreign Affairs Minister voiced new accusations against OSCE

“As a result of abandoning real reforming of the OSCE, today we have an organization which cannot actually guarantee effective solving of key issues of security,” stated Foreign Minister if Belarus Syarhei Martynau.

The statement was made on December 5 in Helsinki at the session of the Foreign Ministers of the OSCE.

As said by him, it couldn’t be passed unnoticed that the OSCE is drifting away from Helsinki’s mandate. “It’s artificial narrowing, both functional and geographical, and arbitrary treatment have an adverse effect on the standing of the organisation, its efficiency,” S. Martynau believes.

According to the head of the Belarusian Foreign Ministry, defence of vital energy infrastructure from terrorist attacks should remain among the promising lines of the OSCE activities in the sphere of withstanding new challenges and threats.

“In the framework of the economic and ecological dimension our Organisation could become an accelerator of the dialogue on technologies of alternative and renewable energy resources, energy saving in the OSCE region; promote development of programs on effective propagation of know-how to countries which need it. A considerable modernization of the entire political-military instruments of the OSCE, primarily from the point of view of effective response to conflict situations,” S. Martynau believes.

The head of the Foreign Ministry of Belarus noted that “tragic events in the Caucasus in August, use of force in the OSCE zone politically mean that the entire architecture of the European security is inadequate; it is unable to prevent new conflicts, bloodshed, human deaths, to guarantee their security”.

“Now under our eyes further erosion of the basic principles of the international law in taking place,” S. Martynau stated. “Such important regimes of control over the armaments in Europe as the Treaty on Conventional Armed Forces in Europe are crumbling down. We are witnessing attempts to enhance one’s security by some countries to the detriment of other countries of the region. The logic of blocs’ confrontation is being restored. It is a dangerous logic. The sense of security, stability and predictability is being lost in general”.

The Minister has specifically noted importance of finishing the OSCE transforming into a full-fledged international organisation having all the necessary attributes. “The reformed and strengthened OSCE which would be able to response challenges and threats appropriately and promptly is to become an important, unalienable element of the new European architecture of security and would be considered necessary,” S. Martynau believes.
