On May 28 at a “parliament” session the Minister of Internal Affairs of Belarus Uladzimir Navumau expressed his opinion on the topic of possible confiscation of cars from drunken drivers.

As said by Navumau, a unambiguous mechanism of confiscation should be elaborated, and only after that a bill should be proposed for the parliament.

The Minister has noted that “the bill is not finding understanding primarily in economic ministries”. As said by him, the Finance Ministry refers to the fact that changes would entail changes in other regulations and standards. “Other authorities say that common rules of confiscation and realization of confiscated goods exist, so let us keep to them.” However, these rules do not include all cases possible in situations with drunken drivers, U. Navumau believes.

“The procedure of confiscation should raise no doubt from no one. Besides, it should be taken into account that the car confiscated from an offender could belong to other person or organisation, including a state one,” Navumau noted.
