Projects on energy efficiency failed: “Neither Chinese nor Iranians came”

It was revealed at the session of the government that 7 from 22 big energy projects, scheduled to be put into operation in 2008, are under a threat of failing.
Leanid Shenets, head of the Department of the Committee on Energy Efficiency, deputy head of State Standard, said it at the session of the Presidium of the Council of Ministers. The session was chaired by Belarusian prime minister Syarhei Sidorski, BelTA reports.
Following the results of 2008, two projects have been implemented, two more ones are at the last stage. According to Leanid Shenets, execution of seven programmes, including ones at Belneftekhim, the Ministry of Agriculture, Bellegprom and Bellesbumprom concerns, are a source of concern. Though local budgets finance 89.5 per cent of expenses for these energy saving programmes . Resources of the innovation fund of the Ministry of Energy amounted to Br30.5 billion, or 51.1 per cent of the 6-noth plan. So, these resources are not used in proper way.
Minsk CHP-5 construction project failed, too
Execution of project of construction of combined heat and power station #5 was failed, it was said at the session of the Presidium of the Council of Ministers on Tuesday in Minsk.
“Was CHP-5 project failed?” Belarusian PM Syarhei Sidorski asked at the session of the Presidium of the Council of Ministers during discussion of execution of Presidential Directive #3. “Failed,” Leanid Shenets, head of the Department of the Committee on Energy Efficiency. “Someone should answer for this,” the prime minister said.
According to first deputy prime minister Uladzimir Syamashka, it is the Ministry of Energy who is guilty of the failed project. The Ministry of Energy didn’t organised a tender for two years, Interfax reports.
“Two from four years were spent to come to a decision, and we build a station in haste for the rest two years. It was known five years ago that we need to build CHP-5, the schedule was approved,” U. Syamashka said to first deputy minister of energy Eduard Taupyanets. In U. Syamashka’s view, the Ministry of Energy is waiting for the head of the government or his deputy to sign the project “in order there will be no questions to you (the Ministry of Energy – IF)”. “Taupyanets, you have been thinking for two and a half years. The Chinese, Malaysians, Russians or Germans. This is bad, that is bad,” U. Syamashka said.
According to him, putting of CHT-5, “a huge new type station, into operation will allow to produce 450 megawatt of energy.”
U. Syamashka also reminded that the decision on tender for CHP-3, he noted that he didn’t exclude this approach would be applied to nuclear power station construction.
The first deputy minister of energy said he didn’t think the Ministry of Energy was guilty of water power plant in the Hrodna region. “According to the laws, an Irani company has won. What come next?” E. Taupyanets wondered.
The prime minster said to E. Taupyanets in this connection: “Then you must build it, if the Chinese and Iranians haven’t come, take money and build.”
U. Syamashka said after the decision on tender had been adopted, the Ministry of Energy, didn’t signed the contract for 8 months. “Everywhere in the world a contract is signed after a month a tender offer ended,” U. Syamashka said.
