“Young Front” spokesperson has filed a complaint to the Education Ministry concerning her expulsion from the Belarusian State University.
In her complaint Tatsyana Shaputska notes that she was a second year student of the law faculty majoring in Political science (state-subsidized form of education) when she was expelled by a decree of the BSU rector of December 2, 2009 for violation of the BSU internal code of conduct, BelaPAN informs.
Shaputska finds the decision of the rector to expel her illegal and unfounded. The reasons for issuing the decree about expulsion were: a memo of the vice principle of the educational unit, a memo of the dean of the law faculty; an extract from the report of the session of the law faculty council on offence prevention.
“However in the dean’s memo and in the extract from the minutes of the council on offence prevention such a disciplinary measures of as reprimand was offered for me, and only in the memo of the vice principle of the educational unit expulsion was proposed. Meanwhile, according to the BSU internal code of conduct, expulsion is made upon recommendation of the faculty dean. As recommendation of the dean is a condition for expulsion from the university, his decision should be a priority,” Tatsyana Shaputska said.
“It personal contacts with officials of the university concerning my expulsion I was told that in fact the reason for my expulsion was missed classes without a valid without a reason while I was at the European Partnership Civil Society Forum, and that I hadn’t informed the dean’s office about my departure,” Shaputska said.
She notes however that she received an invitation to take part in the Eastern Partnership Civil Society Forum from the European Commission signed by its representative John O'Rourke. She informed the monitor of the group about her departure on November 14, 2009, and when she returned she wrote an explanatory note about her whereabouts on November 16 - 18.
“I study successfully in the law department of the BSU since the first year, my average score is 8.5 (out of 10). Before the order to expel me was issued, I had no failed examinations, I attend all lectures and take an active part in practical studies,” “Young Front” spokesperson noted.
As said by her the Education Ministry is the first instance for appealing. In case the Education Ministry would deny reinstating her in the university she would go to court.
