“Liberalisation” ends at the level of regional executive committee

Barysau executive committee without telling representatives of the civil society has chosen members of the election commission.

Officials of Minsk regional executive committee have demonstrated exceptional “attention” to the legitimate request of citizens who had nominated Barysau human rights activist Aleh Matskevich to the regional territorial election commission.

The first deputy head of the organizational and cadres work of Minsk regional executive committee Yuliya Askerka on the phone invited Syarhei Salash, a representative of the citizens who put their names down for nomination of Aleh Matskevich, to take part in the joint session of Minsk regional executive committee and the regional council where the election commission is formed. But as noted by spring96.org, it looks as if “liberalization” ends at the level of the regional executive committee.

On January 25 one more request for entering the regional executive commission was submitted to Barysau regional executive committee by a human rights activist Maryna Statkevich. The statement also included a request for Leu Marholin, a representative of citizens who had appointed the human rights activists, to attend the session of the body forming the commission.

On the next day, January 26, the request for entering the election commission was submitted by an activist of the UCP Rehina Viltouskaya, and the chairman of Barysau city branch of the UCP Mikhail Vasilyeu expressed his desire to attend the session. The both application were handed in to the organizing department to Pavel Zhuha, who promised to inform about the upcoming session. However as it turned out on January 27, the joint session of Barysau executive committee and the presidium of the regional executive committee had already taken place without the abovementioned persons, thus the commission was elected without public’s observers.

When Maryna Statkevich asked for explanation from Pavel Zhuha about failure to inform legal representatives of citizens, who had nominated her to the commission, he answered that an announcement about that event had been placed to the notice board in the lobby of the executive committee.

Zhuha refused to inform Maryna Statkevich and Mikhail Vasilyeu about the results of the session, recommending to look for this information in the news of the local official press.
