Security officials control Belarusian business

Fighters with economic crime of the Interior Affairs directorate of Mahilyou regional executive committee blocked the results of a tender at Belshina OJSC.

It should be noted from the start, that internal affairs agencies, that followed up the tender at Belshina OJSC, had no doubts that the tender for choosing a partner for the Belarusian manufacturer had been held in full compliance with the law currently in force. However, on the demand of the Economic crime control department of the Interior Affairs Directorate of Mahilyou regional executive committee, with a support from the Interior Affairs Ministry, the results were annulled. And the reason for such a decision was just uncertainty about reliability of the winner Ezhednevnik writes.

According to information of the Interior Ministry, during the operative follow up operation concerning the results of the tender at Belshina for the services related to collection, deliveries and use of tyres which had lost their consumer properties, it was established that Hit-Trans private unitary enterprise was announced a leader. Meanwhile, according the available information, in 2011 this company already rendered the same services to Belshina. And deliveries of worn-put tyres by this company had been carried out to the address of commercial structures which does not have licence for rubber products waste processing.

In other words, the tender winner had not made anything illegal during its previous cooperation with Belshina. But other companies, with which Hit-Trans had the imprudence to work, did. And this fact became a reason for annulling the results of the tender and announcing a new tender.

The most interesting thing is that the volume of works offered for tender was equal almost to Br 2 bn, which became grounds for the Interior Affairs Ministry to state that they had prevented a loss of such s sum by Belshina. Though there are no grounds for the Economic Crime Control department to doubt that the private company would abide by the terms of the competition.

As noted by directors of private companies, recently it has become especially hard to work with state-owned enterprises. Law-enforcing agencies today in fact have limitless authority to annul results of any tender. Even spotting violations in the procedure is not necessary for that. It is enough just to doubt the due diligence and reliability of the winner. As a result, law-enforcers have received unlimited possibilities for influencing the Belarusian business and lobbying interests of concerned companies, which creates wonderful conditions for corruption growth.
