Anatol Lyabedzka: Kabyakou pulled from an old well-thumbed pack of cards

Appointment of Kabyakou as the head of the presidential administration will change nothing, a politician thinks.
The leader of the United Civil Party (UCP), Anatol Lyabedzka, comments for the charter97.org website on appointment of Andrei Kabyakou as the new head of Lukashenka administration.
“We have to admit an obvious fact that Kabyakou has been pulled from an old well-thumbed pack of cards. He just performs orders. Like his predecessors at the post, Kabyakou is a technical figure. The only heavyweight was Viktar Sheiman. The rest are servants,” the politician thinks.
“One can hardly expect any changes with the appointment of Kabyakou. His main mission was to get access to Lukashenka's door. Now it's depends on him who can enter through the door,” Anatol Lyabedzka noted.
Transferring Uladzimir Makei to the post of a foreign minister is only a formal downgrade, the politician thinks.
“Of course, the position of the administration head is higher than that of a minister. The administration head has access to Lukashenka, while a minister has to stay in a queue waiting for being put on a list of visitors. Formally, it is a downgrade for Makei. But in our country, only one person decides everything and the rest have to compete to be the first to fulfill an order. All of them are from the same pack of cards. Today Makei is here and Kabyakou is there, but they can change their offices tomorrow. No need to look for political intrigues here,” Anatol Lyabedzka is confident.
We remind the Belarusian dictator appointed Andrei Kabyakou head of the presidential administration on August 27. Andrei Kabyakou has been Belarus's Ambassador Extraordinary and Plenipotentiary to Russia since November 8, 2011. He earlier worked as a deputy head of Lukashenka Administration and Deputy Prime Minister of Belarus.
The previous administration head, Uladzimir Makei, was appointed Minister of Foreign Affairs on August 20.
