Other members of the U.S. government have recently issued similar messages for Russia.
Pentagon chief Lloyd Austin condemned "rattling nuclear weapons" from Russia and says he does not see any signs that Kremlin dictator Vladimir Putin is preparing such a strike.
In an interview with CNN, Austin said the only person to decide on the use of nuclear weapons in Russia is Putin.
The U.S. defense chief says he warned in private conversations with Russian Defense Minister Sergey Shoigu not to "take this path and not behave so irresponsibly."
Austin said he had not spoken to Shoigu in recent days but said other members of the U.S. government had "recently issued similar messages for Russia."
