The Council of Ministers has given permanent commissions for coordinating work to promote employment the right to revise lists of “citizens not employed in the economy” for previous periods. The relevant norms were included in the Model Regulations on Commissions by Resolution #756 of November 1, which was officially published today on the National Legal Internet Portal and comes into force after publication.

The executive committees were recommended to make changes to the regulations on commissions within a month, taking into account the changes made by the government.

The commissions are given the right to “revise lists of able-bodied citizens not employed in the economy, paying for services with reimbursement of costs, and lists of able-bodied citizens, not employed in the economy, who have traveled outside the Republic of Belarus, paying for services with reimbursement of costs, compiled for past periods (quarter, month), by including able-bodied citizens not employed in the economy, in accordance with the legislation in force on the date of formation of such lists.”

If a citizen was not included on the list on a certain date, but it later turns out that they should have been on it, then the list should be revised to include this citizen.

“If able-bodied citizens not employed in the economy are identified who were subject to inclusion in the lists for previous periods, such lists are revised in accordance with the legislation in force on the date of their formation. In this case, all periods of formation are taken into account, starting from the month from which these citizens were subject to inclusion in the lists for previous periods,” the resolution says.

The commissions will form additional lists of citizens not employed in the economy to include them in the lists for past periods.

The document also provides for the recalculation of fees for housing and communal services when revising the lists of those not employed in the economy, as well as those not employed in the economy and those who have left the country.

“Such recalculation is carried out for the recalculation periods specified in the lists generated as a result of the said revision, at tariffs (prices) for housing and communal services, ensuring full reimbursement of the economically justified costs of their provision,” the resolution says.

Recalculation periods must be indicated in additional lists generated by the commissions. Such revised lists must be submitted to the executive committees for approval before the first day of the month following their formation. Approved lists, by the fifth day of the month following their formation, are sent to organizations that “carry out accounting, calculation and counting of fees for housing and communal services and fees for the use of residential premises.”
