Has The Personal Data Of Belarusians Who Filed Complaints With Government Agencies Been Leaked?

The authorities are trying to cover up the leak.

The personal data of Belarusians registered with the “Obratcheniya.bel” service has become available on a popular Telegram bot for “data mining,” as noted by “Zerkalo”. This means that a data breach has occurred in the system for online communication with government agencies. No official announcement has been made regarding this.

What data was leaked

As “Zerkalo” noted, data signed “users of obratsheniya.bel” has appeared on the popular “Sherlock” service for “data mining.” Our investigation revealed that a bot began displaying actual requests to government agencies sent via the online platform.

The following data was leaked:

last name, first name, and patronymic;

phone number;

email address;

identification number (for some users);

text of the request.

The leak does not include the dates of the requests or any attached documents. The tools available to us do not allow us to estimate how many people were affected by the incident.

Whose complaints can be found

To demonstrate the reality of the leak, “Zerkalo” is publishing some excerpts of information that unauthorized parties have accessed.

For example, the leaked database contains data on Sergey Belikov—director of the state-owned company “Center for Digital Development,” which developed the “Obratcheniya.bel.” One of his submissions with the text “Verification” has been preserved. He was likely one of the service’s first users and was testing its functionality.

The leak also included submissions from an employee of the state-run newspaper “SB” Lyudmila Gladkaya. In one, she thanked medical professionals for their assistance, and in the other, she demanded a retraction of an article published by a local newspaper.

Pro-Russian activist Olga Bondareva, according to the leaked data, complained about the “actions of a group of individuals” who “are engaging in discrimination against her, publishing false and defamatory information, and exerting public psychological pressure.”

There was no official statement regarding the leak

More than 413,000 individuals and 19,000 government agencies and organizations are registered on the “Obratcheniya.bel” service. Starting in 2023, electronic submissions to government agencies will be accepted only through this system. It was developed by the “Center for Digital Development,” which is subordinate to the Ministry of Communications.

Under current regulations, in the event of a data breach, the operator is required to notify the National Center for Personal Data Protection. The Center publishes information about the most significant incidents. For example, this year it reported when unauthorized parties gained access to the data of Belarusian customers of “Dodo Pizza,” “General Leasing,” and “Maxbet-M.”

However, there was no report regarding the “Obratcheniya.bel” data breach. This may indicate either that the service administrators are not yet aware of it themselves, or that at some point they decided not to report it.
