Putin Provoked Attacks On Russian Oil Refineries

The U.S. offered Starlink and Patriot, but the Kremlin was opposed.
Volodymyr Zelenskyy ordered to resume strikes on Russian oil refineries in response to Vladimir Putin’s move.
The U.S. was prepared to offer Ukraine an extension of the Starlink network’s range by 300 km into Russian territory, as well as to consider providing new shipments of missiles for the Patriot air defense system in exchange for a 14-week moratorium on strikes against the enemy’s oil industry.
It was the Kremlin’s actions that put an end to any prospects for such agreements. This is discussed in the article The Wall Street Journal.
“We were told that Zelenskyy stated he would agree to refrain from attacks on Russian energy facilities,” the article emphasized.
The WSJ claims that all of Washington’s plans were derailed by new strikes by the Russian military on Ukraine’s energy infrastructure, which demonstrated Vladimir Putin’s unwillingness to abide by the energy ceasefire announced by Donald Trump.
On October 17, rolling blackouts were implemented across Ukraine due to large-scale Russian missile and drone attacks on energy infrastructure facilities in 10 regions. These events can be viewed as Russia’s response to any proposals for an energy ceasefire.
