Norway has adopted a new package of sanctions against Russia, in line with the European Union’s 21st package of restrictions. The measures will take effect on October 21, 2026, according to a statement from the Norwegian government.
At the political level, Oslo endorsed this EU sanctions package on August 11. The restrictions have now been incorporated into national law.
Norway implemented the previous sanctions package, corresponding to the EU’s 20th package, on July 14. It included restrictions on the energy and financial sectors, as well as measures to prevent sanctions evasion.
The EU’s 21st sanctions package affected the finance, energy, trade, and cryptocurrency sectors. In addition to targeted sanctions against, for example, Russian Minister of Sport Mikhail Degtyarev, the CEOs of Russian Railways and Gazprom-Media Holding Oleg Belozerov and Alexander Zharov, the European Union also froze assets and prohibited the provision of funds to 94 banks.
