The European Union Will Involve Two More Countries In Providing Financial Assistance To Ukraine

The situation has changed significantly.

The European Union is preparing to persuade Canada and the United Kingdom to increase their financial support for Ukraine to cover a 70 billion euro shortfall the country may face next year.

According to Politico, given Kyiv’s growing financial needs and uncertainty regarding U.S. support, Brussels deemed it appropriate to seek funds from allies outside the European Union.

The publication noted that while calls to help Ukraine are not new, the situation has now changed significantly. In particular, Russia has intensified its offensive, the conflict in the Middle East is driving up costs, and the U.S. position has become much more favorable to the Kremlin.

“As a result, the main burden of keeping Ukraine afloat falls on Europe and other allies,” the publication noted.

Brussels is preparing for talks with London and Ottawa on this issue, but no official agreement is expected to be reached.

The publication’s sources in EU diplomatic and political circles specifically emphasized that the call to fund Ukraine is by no means a criticism of the United Kingdom or Canada. The point, they said, is that Kyiv’s needs have increased.
As a European Commission spokesperson noted, the question of how to meet Ukraine’s financial needs has become “the central topic of every meeting” with partners supporting Kyiv.

“We need to think broader and on a larger scale,” commented the European Commission spokesperson.

However, as the publication noted, the European Commission has not yet specified exactly what it will ask of its partners. A source in diplomatic circles cited by the publication noted that the EU has yet to determine “to what extent it will be possible to establish a framework for cooperation.”
Financial Aid from Ukraine’s Partners

The publication noted that the United Kingdom announced it had allocated a total of 25 billion pounds to Ukraine, while Canada pledged to provide 5.4 billion euros in military support and 8.2 billion euros in direct financial aid.

According to the EU, since the start of Russia’s full-scale invasion, it has provided Ukraine with more than 231 billion euros. This amount includes military aid, budgetary support and guarantees, assistance to Ukrainian refugees, as well as funds derived from the use of frozen Russian assets. A senior EU diplomat described this amount as “beyond what was expected.”
