Ukrainian intelligence uncovered the occupiers' plan.

Russia has orchestrated a disinformation campaign to divert attention from its own war crimes in the occupied territories of Ukraine and to discredit the Defense Forces. One of the main targets of the campaign was the situation in the captured town of Oleshky in the Kherson region. This was reported by the Main Intelligence Directorate (GUR).

Russia has scheduled a “teleconference” on the topic “Crimes of the Ukrainian Armed Forces against the civilian population of the Zaporizhzhia region” for October 22, 2026, at 3:00 p.m. via a group video call on Zoom.

Representatives from 80 countries are expected to participate in this propaganda event. The target audience is intended to be diplomats from UN member states, the OSCE, BRICS, and the CIS, as well as international humanitarian organizations.

Simultaneous interpretation into English, Spanish, and French will be provided for “Telebridge” participants. The keynote speaker is the sanctioned collaborator Rodion Miroshnik. Speeches are scheduled by the Gauleiter of the occupied part of the Zaporizhzhia region, Yevgeny Balitsky, the so-called head of the Russian administration in Energodar, Maxim Pukhov, and other representatives of the occupying authorities.

The organizers intend to use staged appearances by false witnesses and fictional “victims of crimes committed by the Armed Forces of Ukraine.” Also participating will be propagandists from Russia Today, employees of Russian embassies, and staff from “Russian Houses” and branches of “Rossotrudnichestvo” controlled by Russian intelligence services in a number of countries, including Zambia, Kuwait, Uzbekistan, Nigeria, Bulgaria, Venezuela, Mongolia, and Malaysia.

According to the Main Intelligence Directorate (GUR), the information campaign is intended to divert attention from the catastrophic humanitarian situation in Oleshky, caused by the actions of Russian occupiers, and to weaken international support for Ukraine from its European partners.
