Officials' Incomes Will Be Hidden Even Further From The Belarusian Public

There are calls in the country to abolish the annual income declarations required of government officials.

Belarusian authorities want to eliminate the annual requirement for officials to declare their income. This was stated by Prosecutor General Dmitry Gora at a joint session of the “tent.” He presented his proposal as a “refinement of anti-corruption legislation.”

Currently, civil servants, heads of government agencies, law enforcement officials, and certain other categories of public officials are required to file annual declarations of income and assets. In some cases, this obligation also extends to their spouses, as well as to adult close relatives who live with them and share a common household. However, even today these declarations are not published: they remain within government agencies, and the public sees neither the officials’ income nor their assets.

Instead, the proposal calls for “monitoring the financial situation” of civil servants. The Prosecutor General’s Office has not explained which agency will be responsible for this, what data it will have access to, or how it will identify illicit enrichment. Officials will be audited by government representatives themselves, without external oversight and without any transparency.

At the same time, the government has eased the ban on foreign bank accounts for civil servants and employees of state organizations. They will now be able to receive money abroad through enforcement orders, social and insurance payments, as well as inheritances.

The bottom line so far is this: things have become more convenient for officials, but whether it will become easier to detect corruption remains unclear.
