Roskomnadzor Has Started Blocking Telegram

The cause of the two-day disruption has been revealed.
The Russian state has started to "partially restrict" Telegram in Russia, RBC writes, citing a source in the IT industry. We are talking about slowing down the service in the country, which has already begun to act on the decision of the authorities.
According to two more interlocutors in specialized agencies, Roskomnadzor, which earlier claimed Telegram was assisting fraudsters and terrorists, will begin slowing down the messenger on Tuesday, February 10. Meanwhile, the service has been working with serious failures for the second day - the number of user complaints on monitoring services has sharply increased in relation to the usual level and reached 15 thousand. Mostly people report problems with downloading media files.
The reports of failures on February 10 came from Moscow, regions of Siberia and the Far East: Nenets Autonomous District, Magadan, Sakhalin, Novosibirsk, Tomsk, Irkutsk, Tyumen, Sverdlovsk, Chelyabinsk and other regions.
In August 2025, the RKN actually blocked calls via Telegram and WhatsApp, saying that the messengers were being used en masse by scammers and attackers who were involving Russians in "subversive and terrorist activities."
Since December, Russians have been complaining en masse about Telegram slowdowns. Then users reported delays in sending photos and videos, "circles", emoji, etc. In addition, many users either stopped opening the service altogether, or it had an endless "connection".
January 21, Senator Artyom Sheikin reported that the authorities are slowing down the messenger "step by step" because its management ignores the state's requirements to combat fraudsters and terrorists.
Director of the Society for the Protection of the Internet, Mikhail Klimarev, earlier said that the authorities are following the YouTube scenario with regard to Telegram, when restrictions on the messenger are introduced gradually, making its use more and more difficult.
