Ukraine Is Changing Its Approach To Mobilization

Ukraine is preparing changes in the approaches to mobilization, which envisage wider involvement of servicemen on a contract basis and gradual adjustment of the current procedures. The new rules may be presented in the coming months.
A member of the parliamentary committee on national security, defense and intelligence, a member of the Servant of the People faction Fedor Venislavsky told RBC-Ukraine.
According to Venislavsky, one of the key areas of change is to increase the number of servicemen who will serve under contract. This is expected to reduce the share of mobilization and make the service more predictable for citizens.
"When we ensure maximum involvement of citizens in contract service, and minimize the number of mobilized, it will be able to significantly shift the emphasis in mobilization activities," he said.
Venislavsky stressed that a significant part of the mobilized are ready to sign a contract of two to five years, which will provide financial incentives and clearer guarantees of social and legal protection.
At the same time, he said, the issue requires coordination with the government, in particular with the Ministry of Finance, because of the need to ensure appropriate payments.
When the new approaches can be presented
According to Venislavsky, the worked out changes are planned to be put up for wide discussion in the nearest future - tentatively in February-March.
"I think that in the short term, in February-March, we will put it up for broad discussion, for communication and for adoption in parliament," he said.
The new approaches are expected to shift the focus from forced mobilization to contractual service, which should reduce the number of conflicts and make the system more predictable.
