The politician hopes Pyongyang will resume dialogue to discuss "a new era of relations between neighbors."
"As my administration has repeatedly stated, we respect North Korea's system and will not take any hostile action, nor will we seek any form of unification through a takeover. We will also continue our efforts to resume dialog with North Korea," he said.
On Nov. 1, Lee Jae-myung sought the help of Chinese leader Si Jinping to help resume talks with North Korea. Xi Jinping agreed. At the time, Lee also called on North Korea to denuclearize. North Korean leader Kim Jong-un has already rejected that South Korean demand and called it "an impossible dream of Washington and Seoul."
