In Russia, Shoigu's Deputy, Sentenced To 13 Years, Decided To "rat Out" Other Officials

Timur Ivanov offered to conclude a pre-trial cooperation agreement.

Former Russian Deputy Defense Minister and close associate of Sergey Shoigu Timur Ivanov, who was sentenced to 13 years for corruption, has offered to enter into a pre-trial cooperation agreement, promising to testify against other officials. As "Kommersant" has learned, Ivanov filed a motion to this effect on the morning of March 27 in the Lefortovo pre-trial detention center after completing familiarization with the 458 volumes of his second criminal case - on taking bribes totaling more than 1.3 billion rubles, legalization of criminal proceeds and illegal possession of weapons.

In a petition addressed to the head of the SCR's investigative team, Sergey Korovin Ivanov expressed his readiness to report on the illegal activities of a number of officials, as well as their property, which, in his opinion, will allow him to turn property worth billions of rubles into state revenue. At the same time, Shoigu's former deputy noted that he is ready to cooperate only "in case of an objective assessment of what he has done." Ivanov denies taking bribes, but admits that he abused his official position.

Kommersant writes that in his appeal Ivanov spoke about his relationship with another defendant in the case - co-founder of the company Olimpsitistroy Alexander Fomin, who pleaded guilty. According to the investigation, it was from Fomin Ivanov in 2018-2023, Ivanov received a bribe of at least 1.185 billion rubles in the form of works and construction materials. In return, the investigation believes, the military department signed multibillion-dollar contracts with Fomin's companies.

Another episode is related to the receipt of a bribe of 152 million rubles in the form of a non-repayable loan to the Russian Village agrocomplex, co-founded by Sergei Borodin - Ivanov's confidant. The third episode concerns the gratuitous construction of a bathhouse with a boiler room worth 56 million rubles near the house of Ivanov's ex-wife Svetlana Zakharova on the Rublevo-Uspenskoye highway. Ivanov is also charged with illegal possession and manufacture of weapons - he was found in possession of an unregistered copy of an 1851 Colt revolver and two hunting carbines converted into rifles.

Ivanov himself insists that his actions should be qualified as abuse of power (Article 285 of the Russian Criminal Code), as he illegally continued to do business after becoming an official. According to him, in 2014, when he was not yet a deputy minister but headed the "Main Directorate of Troop Arrangement" and Oboronstroy, he and Fomin created a joint venture on the basis of Olimpsitistroy. Ivanov was in charge of obtaining contracts and communicating with officials, while Fomin was in charge of construction, and they split their income 50/50. As a result, the defendant claims, Olimpsitistroy turned from a small company into a contractor with contracts worth 140 billion rubles.

Advocate Ivanov Murad Musaev neither confirmed nor denied the information about the motion, but said that the investigation of his client's case cannot be called objective and effective. "Obviously, the activities of the investigative team were aimed at burying Timur Ivanov deeper, and not at all at establishing the truth," the defense lawyer said.

In July 2025, the Moscow City Court sentenced Ivanov to 13 years in prison in the first case - about embezzlement in the purchase of ferries for the Crimean crossing and the withdrawal of more than 3.9 billion rubles from Interkommerts Bank. While in custody, the former deputy defense minister repeatedly asked to go to war against Ukraine, but was refused.
