The recruited former deputy head of the Moldovan intelligence service was in contact with Lukashenka's special services in Budapest.
The former deputy director of Moldova's Information and Security Service, Alexandr Balan, recruited by the Belarusian KGB, used classic espionage techniques adapted to the digital age: a hidden phone in a Faraday bag, encrypted files and reports in Russian, writes digi24.ro.
According to the case, Balan was in contact with Belarusian KGB officer Vladimir Vorozhbitov, who was assisted by three other KGB officers and had previously supervised another spy operating in Poland. A special method was used to transmit information: instead of using regular e-mails that could have been intercepted, the participants worked through a shared e-mail account, placing messages in a "Drafts" folder without sending them.
These messages are visible to both sides but do not pass through the network, making it difficult for investigators. One of Balan's mailboxes was deleted from an IP address in Belarus shortly after his detention in Romania, indicating that the situation is being monitored from abroad.
The searches revealed a Blackview phone hidden in a Faraday bag that blocks electromagnetic signals, as well as a 32 GB Kingston flash drive with encrypted files via the VeraCrypt program.
In the "Drafts" folder of Balan's other email account were found reports in Russian, written in July 2025 after a meeting with KGB officers in Budapest. The former deputy director of the ISS systematically passed information to Belarusian agents.
Late last week, Alexander Balan was formally charged with attempted treason and disclosure of classified information dangerous to national security. The case, investigated by DIICOT, will be tried in the Bucharest Court of Appeal.
