EU Council Approves 20th Package Of Sanctions Against Russia And A Loan To Kiev

Payments will begin in the second quarter of 2026.

European Council President Antonio Costa announced the unblocking of a €90 billion loan for Ukraine and the adoption of the 20th package of sanctions against Russia.

"The EU's strategy to achieve a just and lasting peace in Ukraine rests on two pillars: strengthening Ukraine and increasing pressure on Russia. Today we have made progress on both," he wrote in X.

"Today the Council adopted the last key piece of legislation setting out the terms of the €90 billion EU loan to Ukraine agreed by the European Council in December 2025. This step will allow the Commission to start disbursements as soon as possible, in the second quarter of 2026," said on the Council's website.

The Council notes that the allocated loan will help Kiev to close the country's most urgent budgetary and defense-industrial capacity needs in 2026-2027. The funding will be subject to strict conditions from Ukraine, such as respect for the rule of law, including the fight against corruption.

"Loan disbursements will start as soon as possible, providing vital support to Ukraine's most urgent budgetary needs. The EU remains unwavering in its support for Ukraine's sovereignty and territorial integrity," said Cyprus Finance Minister Makis Keravnos.
