Restoration of the Russian oil refinery "Rosneft" in Tuapse after the Ukrainian strikes may cost Russia 5 billion dollars. The head of the Center for Energy and Climate Studies at the Kiev School of Economics Boris Dodonov told The Washington Post in a commentary.
He said a series of strikes on major Russian oil terminals in late March and early April cost Russia about $2.2 billion in lost profits after the attacks led to a week-long closure of port facilities, temporarily reducing exports.
Dodonov noted that despite the increased costs, Russian oil export revenues still rose because of the surge in prices due to the war with Iran - rising to $19 billion in March from $9.8 billion in February.
"Russia's oil revenues almost doubled because of the closure of the Strait of Hormuz and the conflict in Iran, but the Ukrainian strikes still reduced them. We call them Ukrainian kinetic sanctions," he said.
