The crisis is spreading.
In Russia, a shortage of gasoline and diesel fuel , which has led to sales limits and rising prices. This is reported by Russian media, according to Dialog.UA.
The gasoline shortage began in the temporarily occupied territories of Ukraine’s Luhansk and Donetsk regions, as well as in annexed Crimea. The Russian occupation administration in Crimea has limited gasoline sales to 20 liters per day, introduced ration cards, and banned the use of jerry cans.
But many Crimean gas stations have no fuel at all, and where it is available, people are lining up in queues stretching for many kilometers.
Then gasoline shortages began in St. Petersburg and Moscow. Local authorities limited the sale of gasoline and diesel fuel to 60–100 liters per person per day.
Subsequently, a shortage of motor fuel emerged in many other regions of Russia, such as the Belgorod, Kursk, and Irkutsk regions, the Krasnoyarsk Territory, the Krasnodar Territory, and Buryatia. The shortage led to rising fuel prices.
According to Rosstat, from December 2025 to June 2026, the average price of gasoline in the Russian Federation increased by 5.6%, and diesel fuel by 4.8%.
Russian authorities claim that the fuel shortage arose due to strikes by the Ukrainian Armed Forces on Russian oil refineries.
However, Russian refineries are legitimate targets for the Ukrainian Armed Forces, as they supply fuel to the Russian Federation’s occupying army, and the Kremlin spends the money received from oil exports on continuing the war against Ukraine.
