What they can change, and for whom.

Belarus plans to simplify the process of transferring power lines and transformer substations owned by gardening associations into state ownership. The potential change is outlined in a draft law from the Ministry of Economy, which has been submitted for public discussion, writes Zerkalo.

The transfer of such facilities to state ownership is already possible, the Ministry of Economy clarifies.

“However, in practice, partnerships face significant difficulties, including the need to obtain title documents for land plots under power line towers for their subsequent assignment to the energy supply organizations ‘Belenergo,’ the ministry clarified.

It is proposed to simplify the procedure for transferring power lines to Belarusian ownership—by eliminating the need to expropriate and provide land plots for the construction and maintenance of such network facilities.

If homeowners’ associations transfer this infrastructure to state ownership, they will be able to pay for electricity at the rates set for the general public. This is expected to lead to savings in the long term.

With this bill, the Ministry of Economy also aims to prohibit the provision of services related to organizing recreational activities, holding celebrations, weddings, and other mass events on the territory of gardening associations.
