A Former Deputy Director Of Moldova's Intelligence Service Passed The Names Of Romanian Intelligence Agents To The KGB

Balan's most recent surgery took place in Budapest in April 2025.
Former Deputy Director of Moldovan Intelligence Alexandru Balan handed over the names of Romanian intelligence agents to the KGB. He knew the identities of at least seven Romanian intelligence officers who were operating undercover, according to the Moldovan service "Radio Free Europe".
Balan’s last operation took place in Budapest in April 2025. At that time, three KGB officers arrived in Hungary—Vladimir Vorozhbitov, Vladimir Ermak, and Nikolai Dukhta. Their names appear in Balan’s criminal case.
“The first two hold diplomatic passports, while the third was accredited as an ‘advisor’ at the Belarusian Embassy in Prague and was officially declared a representative of the Belarusian KGB in November 2024,” — notes Radio Free Europe/Radio Liberty. It was previously reported that in September 2025, the Czech Republic expelled a Belarusian diplomat—presumably Dukhta.
On April 9, KGB officers arrived at the complex where Balan was staying, but only Vorozhbitov entered the building. He remained inside for nearly 11 hours. That day, Balan received 512 messages on his phone via Telegram, Signal, WhatsApp, and Facebook. Balan didn’t turn on his cell phone until around midnight and sent a message to a contact named “Prod” on Signal—it contained only an emoji.
In the days that followed, Balan connected to public Wi-Fi 36 times in Budapest, even though he had mobile data.
After meeting with KGB officers, he exchanged 1,500 euros at a currency exchange, and a couple of days later, another 1,400 euros, before flying to Brussels. The KGB officers traveled from Hungary to Austria.
After Balan’s arrest, a document titled “SRI Employees 2013”—containing photographs of seven undercover SRI agents—was found among his files. Their names are not listed, but court documents indicate that Balan knew their identities.
In April 2026, Balan was transferred to Belarus as part of an exchange, when Andrzej Poczobut was transferred to Poland.
As noted by newsmaker.md, on June 23, Moldovan President Maia Sandu stripped Balan of his Moldovan citizenship.
