What Lies Behind Putin's Latest Statements.

In a speech on June 28, Vladimir Putin demonstrated his determination to achieve Russia’s military objectives and rejected diplomatic avenues for ending the war. This is noted analysts at the Institute for the Study of War (ISW) in their analysis of the Russian dictator’s statements.

According to Putin, Russia possesses sufficient strength, resources, and political will to resist attempts by external actors to curb its development.

He also claimed that the Ukrainian Armed Forces are allegedly retreating across the entire front line and emphasized that Russia is ready to fight for its key interests.

At the same time, analysts believe that Putin’s speech is yet another attempt by the Kremlin to portray Russia’s military victory in Ukraine as inevitable and the Ukrainian front as on the verge of collapse.

“The Kremlin continues to resort to such rhetorical tactics in an attempt to influence the West and Ukraine to yield to Russia’s demands, especially given that Russia’s combat effectiveness on the battlefield in 2026 continues to decline, and Russia’s ability to achieve its goals by military means is in question,” the report states.

At the same time, Putin acknowledged the impact of Ukraine’s long-range strike campaign on Russian territory, though he attempted to project an image of stability.

“Putin did not directly address Ukraine’s strike campaign against Russia or the widespread gasoline shortage across the country, but he is likely subtly trying to show that he is aware of the economic and social difficulties Russia is facing,” analysts say.

The Russian dictator claimed that Ukraine would allegedly be unable to stop the advance of Russian troops.
