The Russian dictator made another cynical statement.

Russia's dictator Vladimir Putin has said that the latest strike by the Oreshnik missile system on Ukraine was carried out for "testing purposes" - to see "how the blocks lay." He said this at a meeting with the leadership of international agencies during SPIEF-2026.

"Oreshnik hit a 'shed' in Ukraine to see how the blocks lay, it is necessary for the future use of weapons," Putin said. According to him, in fact, allegedly not a single combat use of "Oreshnik" on targets in Ukraine. The dictator specified that he was referring to Bila Tserkva in the Kiev region and areas of the "DNR" within the "main fortified area."

Russia struck where it was convenient to see the results, the Russian dictator cynically added. Putin did not rule out future decisions on the full-scale use of "Oreshnik" in the area of urban development.
