This Is The Fourth Major Russian Oil Refinery To Shut Down Since Early July

Rosneft’s Syzran refinery has completely halted crude processing since July 12 following a drone attack, according to Reuters citing two industry sources.

According to the agency’s sources, following Sunday’s drone strike on the plant—which has an annual capacity of 8.5 million metric tons—the AVT-5 primary refining unit, which accounted for 29% of the refinery’s capacity (7,100 metric tons per day). The second and more powerful AVT-6 unit, which accounts for 71% of the refinery’s capacity, had already been shut down in late May, also following a drone attack.

Starting Monday, the Syzran Refinery, part of Rosneft’s Samara Group, halted sales of petroleum products on the St. Petersburg Commodity and Raw Materials Exchange, sources told Reuters.

Producing about 800,000 metric tons of gasoline and 1.5 million metric tons of diesel fuel annually, the Syzran Refinery became the fourth Russian refinery to halt production this month. On July 8, Rosneft’s Saratov refinery shut down following a drone attack; on July 6, the Omsk refinery—Russia’s largest, with a processing capacity of 22 million metric tons of crude oil per year—halted operations. On July 2, Lukoil’s Nizhegorodnefteorgsintez refinery, the country’s second-largest producer of gasoline, ceased operations.

According to Reuters sources, gasoline production in Russia fell in July to two-thirds of domestic consumption—75,000–80,000 metric tons per day, compared with summer demand of about 115,000–120,000 metric tons. Diesel fuel production has fallen by 40% from normal levels and is now roughly equal to domestic consumption; however, oil companies no longer have surplus volumes available for export, according to the agency’s sources.
