One Of Lukoil's Largest Refineries Has Shut Down One-third Of Its Capacity Following A Drone Attack

It became the seventh major oil refinery to be damaged by drones since the beginning of the month.

The Permnefteorgsintez oil refinery has shut down about one-third of its capacity following a drone attack on July 29, Reuters reports, citing industry sources (translation — The Moscow Times).

According to the agency’s sources, at the refinery—which ranks among the top 10 in Russia by capacity and is Lukoil’s second-largest— the AVT-5 primary oil refining unit, with a capacity of 12,930 metric tons per day (34% of the refinery’s total capacity), was shut down in an emergency. However, the refinery has three other units and will be able to utilize their reserve capacity to operate at 75% of its total capacity, sources told Reuters.

Capable of refining 13 million metric tons of crude oil per year, producing about 2 million metric tons of gasoline and more than 5 million metric tons of diesel, “Permnefteorgsintez” has become the seventh major refinery to be damaged by drones since the beginning of the month.

On July 28, the Tyumen Refinery completely halted processing, on July 14, the Gazpromneftekhim Salavat refinery halted operations, and on July 12 and 8, respectively, Rosneft’s Syzran and Saratov refineries ceased operations.

On July 6, Gazprom Neft’s Omsk refinery—the largest in Russia—suspended production; however, by the end of the month, according to the Financial Times, it had fully resumed operations. On July 2, Lukoil’s Nizhegorodnefteorgsintez refinery halted operations. It is currently operating at about 50% capacity, according to estimates by S&P Global.
