The Ryazan Oil Refinery Has Shut Down Again Following A Ukrainian Attack

One of Russia’s largest oil refineries—the Ryazan Oil Refinery—shut down again on Wednesday, July 29. This was the result of damage caused by Ukrainian drones.
The shutdown is expected to last at least two weeks. This was reported by Reuters.
What We Know
The latest drone attack on the Ryazan Oil Refinery forced the facility to halt operations, two industry sources told the publication.
“The Ryazan Oil Refinery ceased operations on Wednesday. The shutdown is expected to last about two weeks,” one of the sources said.
Rosneft, which owns the facility, did not respond to journalists’ inquiries.
The publication also notes that the Ryazan Oil Refinery was attacked on the night of July 29. Local authorities reported that 45 drones were “shot down” over the region. The region’s governor Pavel Malkov acknowledged that the attack had consequences. However, he did so in a manner typical of Russian officials, claiming that “debris” caused fires at “industrial facilities.”
“Industry sources reported that the oil refinery may be shut down for two weeks, since, following an unscheduled shutdown, it typically takes a significant amount of time to bring primary and secondary refining units back online, adjust production processes, and restore product quality specifications,” Reuters notes.
The General Staff confirmed the attack on the Ryazan refinery
Despite the attack and the suspension of operations on Wednesday, the refinery continued to sell gasoline and diesel fuel on the St. Petersburg International Commodity Exchange on Thursday morning.
“According to industry sources, in 2024 the refinery processed 13.1 million metric tons of crude oil, accounting for about 4.9% of Russia’s total crude oil processing volume. Last year, it produced 2.2 million metric tons of gasoline, 3.4 million metric tons of diesel fuel, and 4.3 million metric tons of fuel oil,” Reuters reported, citing the Ryazan Refinery’s production figures.
The publication noted that the Ryazan Oil Refinery had previously been struck on May 15: at that time, the facility’s infrastructure sustained such extensive damage that it also suspended operations.
