Rosneft's Saratov Refinery Has Halted Operations

Rosneft’s Saratov refinery halted oil processing on July 8 due to damage and subsequent fires on the premises resulting from a drone attack, according to Reuters two industry sources.

According to them, at the refinery—which was built in 1934 and is one of the oldest in Russia—the sole AVT-6 primary oil refining unit, with a nominal capacity of 20,000 metric tons per day, has been shut down. Repairs could take one to two weeks, according to Reuters sources. As of Wednesday, the refinery, with an annual capacity of 7 million metric tons, has suspended sales of petroleum products on the St. Petersburg Commodity and Raw Materials Exchange.

According to Reuters, in 2024, the Saratov Oil Refinery processed 5.8 million metric tons of crude oil and produced 1.2 million metric tons of gasoline, 1.9 million metric tons of diesel fuel, and 1 million metric tons of fuel oil.

On May 31 of this year, the refinery was also targeted by a drone attack and suspended operations; according to Reuters sources, after a brief shutdown, the refinery resumed operations in the second half of June.

The Saratov Refinery became the third Russian refinery to halt production this month. On July 6, Gazprom Neft’s Omsk Refinery—the largest in Russia—ceased operations; and on July 2, Lukoil’s Nizhegorodnefteorgsintez refinery—which ranks fourth in the country in terms of capacity and second in gasoline production—shut down.
