According to the publication, a serviceman and his wife were in the car. The man died at the scene, and the woman was hospitalized. “Fontanka” claims that the couple’s legs were blown off as a result of the explosion. The publication reports that the deceased held the rank of lieutenant colonel.

As noted by “Agency”, the explosion occurred in a neighborhood that was undergoing active development of housing for military personnel. In 2010, Vladimir Putin, who was serving as prime minister at the time, visited the site to inspect the apartments being built for military personnel.
