The Moscow Oil Refinery Has Halted Oil Refining

Gazpromneft’s Moscow refinery has completely halted crude oil processing since September 20 due to fires at its primary oil refining units, which were caused by attacks by unmanned aerial vehicles (UAVs), Reuters reported, citing three industry sources.

According to the agency’s sources, the crashes of the drones caused both of the Moscow Refinery’s primary oil refining units to catch fire: AVT-6, with a capacity of 21,400 metric tons per day (53% of the refinery’s capacity) and EURO+ (a combined primary oil refining unit) with a capacity of 18,800 metric tons per day (47%).

On the St. Petersburg International Commodity and Raw Materials Exchange, wholesale lots of petroleum products produced by the Moscow Refinery have not been listed for sale since September 21. According to sources, it may take several weeks to repair the damage and restore the equipment.

The Moscow Refinery also sustained significant damage following drone attacks on June 16 and 18 and was shut down for repairs.

With an annual capacity of 14 million metric tons and ranked among Russia’s top 10 largest refineries, the Moscow Refinery became the fifth refinery to halt fuel production due to drone attacks in September. Earlier, two other major refineries supplying the Moscow region had ceased operations: “Yaroslavnefteorgsintez” (September 17) and Rosneft’s Ryazan Refinery (September 6). In addition, Rosneft’s Syzran and Saratov refineries, with a combined capacity of more than 15 million metric tons per year, shut down on September 11 and September 15, respectively.

In 2024, according to Reuters sources, the Moscow Refinery processed 11.6 million metric tons of crude oil, produced 2.9 million metric tons of gasoline, 3.2 million metric tons of diesel fuel, 2 million metric tons of fuel oil, and 1.3 million metric tons of tar.
