A Belarusian Intelligence Agent Coordinated Russian Strikes On Kyiv

A Ukrainian court sentenced him to 15 years in prison.

In Ukraine, a man was sentenced to 15 years in prison with confiscation of property; according to the Security Service of Ukraine, he worked simultaneously for both Russian and Belarusian intelligence agencies. He gathered information about the Ukrainian military for Belarus and, for Russia, coordinated missile and drone strikes against Kyiv’s energy infrastructure. The SBU’s statement on the verdict reported on September 23.

The man was detained in Kyiv back in December 2025.

According to the investigation, the assignments from the two intelligence agencies differed. On behalf of the Belarusian side, the agent tracked the locations of the Ukrainian Defense Forces. His Russian handlers instructed him to gather information for strikes against the Ukrainian capital’s energy infrastructure.

Specifically, from the window of his own apartment, the man organized surveillance of one of Kyiv’s combined heat and power plants. He also surveyed the area around the facility to assess its technical condition following previous Russian attacks.

The SBU claims that the agent worked as a laborer on the construction of a shelter for one of Kyiv’s schools and came to the attention of Russian and Belarusian intelligence services through Telegram channels.

After completing his assignments, the man planned to leave Ukraine. He was found in possession of a packed tactical backpack containing items he intended to use to illegally cross the border into Russia.

The court found him guilty of high treason committed under martial law and sentenced him to 15 years in prison with confiscation of property.
