The Toughest Night For Russia: Several Regions Ablaze At Once

On the night of September 25, explosions were heard simultaneously in several regions of the Russian Federation. For the Ukrainian Defense Forces, this night proved to be very successful, writes Dialog.UA reports.
Air defense systems were active in the Rostov Region, Krasnodar Krai, and Voronezh Region, and, according to preliminary reports, the Novoshakhtinsk Oil Refinery in the Rostov Region may have been attacked.
In Sochi, eyewitnesses captured the moment of the strike on video, after which a fire broke out. There is currently no official information regarding the consequences of the attack.
It should be noted that the Novoshakhtinsk Oil Refinery is the only operating oil refinery in the Rostov Region. The facility is capable of processing more than 5 million metric tons of crude oil per year and produces fuel oil, heating oil, marine fuel, diesel fuel, and straight-run gasoline.
In Perm, an oil refinery was hit: smoke rose into the sky near the facility, according to OBOZ.UA.
Attack on Ulyanovsk
Last night in Ulyanovsk, a factory crucial to the Russian defense-industrial complex was attacked.
“Ulyanovsk—locals are reporting that the ‘Iskra’ factory is under attack,” noted Exilenova+.
The channel’s authors added that JSC “NPP ‘Iskra Plant’” in Ulyanovsk manufactures electronic components for radio-electronic equipment, computing technology, and communications systems. The enterprise is part of the “Almaz-Antey” Concern—a major Russian state-owned holding company within the Russian Federation’s defense-industrial complex that specializes in the development and production of weapons for air defense (AD) and missile defense (BMD).
“As part of a cooperative effort to produce X-59M2/M2A guided missiles, the plant supplies 3OT127A transistor pairs to JSC ‘Yaroslavl Radio Plant.’ These are used in the manufacture of SB-1AM television transmitters, which are part of the T1A-02 equipment,” Exilenova+ added.
Explosions were also heard in Perm on the night of September 25—more specifically, in the area of the city’s oil refinery.
“Perm: there are also reports of an attack on the Perm Oil Refinery (PNOS),” Exilenova+ reported.
A fire broke out at the facility following the explosions. Russians observed smoke and flames in the area around the plant.
OSINT analysts believe that the AVT-5 unit is on fire at PNOS in Perm.
“Lukoil-Permnefteorgsintez” (Perm Oil Refinery) is one of Russia’s largest oil refineries: its designed capacity for crude oil refining is 13.1 million metric tons per year, for liquid hydrocarbon processing—1.7 million metric tons per year, and for associated petroleum gas processing—1.46 billion cubic meters per year. It is owned by “Lukoil–Permnefteorgsintez” (PNOS), a subsidiary of OJSC “Lukoil.”
PNOS has been attacked repeatedly by the Ukrainian Defense Forces.
In particular, during an attack on April 30, 2026, a vacuum column at the primary oil refining unit (AVT-4) caught fire; the fire subsequently spread to the atmospheric rectification column.
On May 7, the isomerization unit—used to increase the octane rating of gasoline—caught fire, and two tanks at the AVT-2 primary oil refining unit were also on fire.
On May 8, the ELOU-AVT-5 primary refining unit was hit. Following this, the plant completely shut down operations.
On July 29, 2026, the AVT-5 primary refining unit was likely damaged as a result of an attack. On August 21, the refinery ceased operations.
On the night of August 20–21, Ukrainian forces attacked the refinery again. OSINT analysis of video footage indicated probable damage to the AVT-2 primary distillation unit. Following the attack, it was reported that some of the processing equipment had been shut down.
Attack on Voronezh
In Voronezh, a fire broke out at a major petrochemical plant following an attack by the Defense Forces.
“Voronezhsintezkauchuk,” live report. “A tank is on fire,” noted the Supernova+ Telegram channel at 6:29 a.m.
"Voronezhsintezkauchuk" is a major Russian manufacturer of thermoplastic elastomers and synthetic rubbers. It is owned by "Sibur," the largest petrochemical holding company in the Russian Federation.
The affected plant manufactures products for many industrial sectors. Rubbers are widely used in the production of tires for automobiles, aircraft, and bicycles, as well as rubber technical products.
Total production capacity: 226,000 metric tons per year of synthetic rubbers; 135,000 metric tons per year of thermoplastic elastomers (SBS and DST).
Over its entire history, the plant has produced 14 million metric tons of rubber and 1.2 million metric tons of thermoplastic elastomers.
