The Perm Oil Refinery In Russia Halted Operations Following An Attack By A Ukrainian Drone

The Perm Oil Refinery in Russia suspended operations following an attack by a Ukrainian drone that took place on Friday, September 25. The strike caused a fire at the facility and damaged pipelines, storage tanks, and processing units.

This was Reuters was told by two sources in the oil industry. The governor of the Perm Krai Dmitry Makhonin also stated that an industrial facility in the region was attacked on Friday, but did not name the facility.

Makhonin wrote on his Telegram channel that an industrial facility in the Perm Krai had been attacked by a drone. However, he did not specify exactly which facility was involved.

The owner of the Perm Oil Refinery, the Russian company Lukoil, did not respond to a request for comment from Reuters. The facility had previously been attacked on August 21.

The Perm Oil Refinery is located approximately 1,460 km northeast of Moscow. According to Reuters, in 2024 the refinery processed about 12.6 million metric tons of crude oil, or 252,000 barrels per day.

The facility produced about 2 million metric tons of gasoline, 5.3 million metric tons of diesel fuel, 200,000 metric tons of fuel oil, and 700,000 metric tons of petroleum coke.
