Zelenskyy Fired A High-Ranking SBU Official

Ukrainian President Volodymyr Zelenskyy dismissed a high-ranking official of the Security Service of Ukraine Oleg Khramov following a shootout on September 2 in Kyiv. He served as head of the SBU’s Department for the Protection of State Secrets and Licensing.

The Ukrainian leader signed the corresponding decree No. 868/2026 on the same day. The document was published on the head of state’s website.

“To dismiss Oleg Vitaliyovych Khramov from the position of head of the Department for the Protection of State Secrets and Licensing of the Security Service of Ukraine,” the order states.

It is worth noting that Khramov had headed the Department for the Protection of State Secrets and Licensing of the Security Service of Ukraine since March 6, 2023.

What led up to this

On September 2, officers of the Security Service of Ukraine and the Main Intelligence Directorate thwarted a terrorist attack being planned by Russia’s FSB. The target of the enemy intelligence services was one of the leaders of the Russian opposition movement.

This likely refers to the deputy commander of the Russian Volunteer Corps Stepan Kaplunov, who disappeared near his home a few days ago.

Stepan Kaplunov’s attorney later stated that on the night of September 2, SBU officers took the RVC commander to his apartment to conduct an urgent search. According to him, General Staff Intelligence Directorate (GRU) personnel who were in the building then raised the alarm, and their colleagues soon began arriving on the scene.

According to the attorney, a conflict arose between representatives of the security forces, during which SBU officers opened fire. As a result of the shootout, according to his information, three GUR officers were wounded.
