The Oil Refineries In Kstovo And Ust-Luga Were Shut Down Following Attacks By Ukraine

The Defense Forces have confirmed the shutdown of two major oil refining facilities in Russia. These are the “LUKOIL-Nizhegorodnefteorgsintez” refinery in Kstovo and the “NOVATEK-Ust-Luga” complex.

This was reported by the General Staff of the Armed Forces of Ukraine.

What is known about the shutdown of the plants

Based on an analysis of additional data, the General Staff confirmed that the “LUKOIL-Nizhegorodnefteorgsintez” oil refinery in Kstovo, Nizhny Novgorod Oblast, has ceased operations. The facility was struck as early as August 26.

The shutdown of the “NOVATEK-Ust-Luga” complex in the village of Slobodka, Leningrad Oblast, has also been confirmed.

What was hit at “NOVATEK-Ust-Luga”

According to the General Staff, during the strike on September 1, pipelines between the oil delivery pumping station and the storage tanks were hit—resulting in a spill of petroleum products covering an area of 200 square meters. The primary gas condensate processing unit and two columns of the hydrocracking unit were also hit.

In addition, a pipeline fire was reported in the tank farm for petroleum product distribution, covering an area of 250 square meters.

The General Staff emphasized that both facilities are involved in meeting the needs of the Russian armed forces.

As a reminder, the “LUKOIL-Nizhegorodnefteorgsintez” oil refinery in Kstovo ranks among the top five largest in Russia and is regularly targeted by the Defense Forces.

Back in July, the Ukrainian Armed Forces struck this facility—at that time, the primary oil refining unit was hit, and the distance from the border to the target was about 800 kilometers.
