Starting October 15, A Convenient New Feature Will Be Available To Drivers In Belarus

Starting October 15, 2026, it will be easier to file Europrotocol claims, said Igor Klepcha , CEO of the Belarusian Bureau of Motor Insurance , according to Tochka.by.

The option to file a traffic accident report without calling the traffic police has been available in Belarus for 16 years.

To make this as simple as possible, a web app will be available starting October 15 that allows users to fill out a traffic accident report electronically from any mobile device running any operating system. You don’t even need to install it on your device.

“All of this is completely free. And much faster than on paper. The electronic report is intuitively very simple. While a paper report takes an average of 10–15 minutes to complete, the electronic one can be filled out in three minutes,” noted the CEO of the Motor Insurance Bureau.

To fill out the electronic accident report, both drivers must have phones with active subscriber numbers from Belarusian telecom operators. At least one device must have a camera, internet access, and geolocation capabilities.

According to Igor Klepcha, only traffic accidents that occurred on the territory of Belarus involving vehicles registered in our country and not deregistered can be reported. The date the electronic report is filled out must match the date of the traffic accident.

A link to the web application will be available on the website of the Belarusian Bureau of Motor Insurance starting October 15.

For inquiries, the head of the Belarusian Bureau of Motor Insurance advised calling the call center at the short three-digit number 140. Starting October 15, its staff will remind users about the web application and provide guidance on how to use it correctly.

What to do if there are problems with the Europrotocol

Earlier, Tochka.by reported that the Europrotocol is the most convenient way to handle a traffic accident if no one was injured. The press service of the Belarusian Bureau of Motor Insurance noted that in some cases, an insurance company may deny a claim. If this happens, check to see if you made one or more of these mistakes.

You cannot use the Europrotocol if the traffic accident resulted in harm to people’s lives or health, or to their property (other than a vehicle). For example, if an expensive phone was broken.

You cannot fill out a Europrotocol if damage to your car was caused by a part of another vehicle. For example, if a wheel flew off. It is strictly prohibited for people who do not have a driver’s license of the appropriate category to fill out accident reports.

It is a mistake to fill out a Europrotocol if at least one of the vehicles does not have insurance or if the insurance has expired.

It is essential to fully document all damage. Otherwise, only the damage listed in the report will be covered. Additionally, insurers cannot pay more than 150 base units. This limit applies under the Europrotocol.

All vehicle damage must be documented in writing immediately, before the accident report is signed. Making any changes after signing the accident report form is not permitted and may result in negative legal consequences for those involved in the accident (denial of payment).

Even though drivers may be quick to admit fault in the accident or insist that they are the victims, there must be only one signature in the “Party Responsible for the Accident” field, and only one in the “Injured Party” field. Otherwise, the insurance claim will be denied.
