Zelenskyy: Ukraine Decides Whether Russian Oil Refineries Will Operate

  • 12.10.2026, 12:34

The Ukrainian president responded to Trump's deal.

Ukrainian President Volodymyr Zelenskyy stated that Russia has already violated the energy truce, which U.S. President Donald Trump had announced the day before.

The Ukrainian president made these remarks during a speech at the Warsaw Security Forum, which is taking place in the Polish capital on October 12. According to Zelenskyy, shortly after the U.S. leader’s announcement, Russian troops struck a power plant in Kharkiv.

Meanwhile, on the night following the announcement of the ceasefire Russian oil refineries were not attacked, as requested by the White House. Zelenskyy also stated that Ukraine itself determines whether Russian refineries will operate and whether tankers carrying fuel will be allowed to move. Against this backdrop, he wondered why the U.S. had not concluded an agreement with Ukraine on diesel fuel supplies. “Why doesn’t America sign an agreement with Ukraine on diesel fuel? We determine whether the oil refineries operate,” said the Ukrainian president.

“We are awaiting details of the talks between the Americans and the Russians. This energy ceasefire could work and become an important step toward ending the war,” said the President of Ukraine.

Zelenskyy emphasized Kyiv’s compliance with the ceasefire and stated that no Russian oil refineries caught fire last night.

Zelenskyy also stated that presidential elections in Ukraine are “absolutely impossible from a security standpoint” while the war is ongoing.
