All European Union member states agreed to establish two clusters for Kyiv.

European Union member states have agreed to open the second and third negotiation clusters for Ukraine’s EU accession.

This was announced by Ireland’s Minister for European Affairs and Defense Thomas Byrne on Monday, October 12.

“Monday for Montenegro will be followed by ‘Super Tuesday’ for Albania, Moldova, and Ukraine,” he wrote on X.

Burn was referring to the fact that on October 13, Ukraine and Moldova are set to open two clusters each, Montenegro will close three negotiation chapters, and Albania will close one.

Ireland currently holds the presidency of the Council of the EU.

The President of the European Council António Costa welcomed the decision to open the clusters for Ukraine and Moldova.

“EU enlargement is moving forward thanks to the reforms of the candidate countries and the determination of the entire EU,” he noted.

On October 8, António Costa stated that the European Union hopes to open two negotiation clusters with Ukraine in the near future, and the remaining ones by the end of 2026.

On October 7, European Pravda, citing informed sources in the EU, reported that Hungary had lifted its veto, which had been blocking the opening of clusters 2 (Internal Market) and 3 (Competitiveness and Inclusive Growth) in Ukraine’s EU accession negotiations.

On July 14, the European Union officially opened the sixth cluster of EU accession negotiations with Ukraine, concerning external relations.

On June 15, the official opening of the first negotiation cluster with Ukraine and Moldova took place in Luxembourg.
