What Does The New Arrest Warrant For Raúl Castro Mean For Cuba's Future?

The U.S. wants to overthrow the communist regime in Havana.

Florida authorities have issued a new arrest warrant for former Cuban leader Raúl Castro in connection with the destruction of two planes belonging to the “Brothers to the Rescue” organization in 1996. The document marks a new step in the U.S. campaign to pressure Havana, which is experiencing a severe economic and humanitarian crisis. However, neither the warrant nor the federal indictment filed against Castro in May is likely to lead to his imminent extradition to face U.S. justice, writes Atlantic Council.

Cuba’s economic problems have worsened following the ouster of Venezuelan leader Nicolás Maduro, which deprived Havana of one of its main sources of oil supplies. U.S. President Donald Trump also signed an executive order imposing tariffs on countries that supply fuel to the island.

The scale of the crisis is affecting the daily lives of Cubans. According to local human rights activists, eight out of ten residents have skipped meals due to a lack of food or money. The UN reported that 3.2 million people face difficulties accessing safe drinking water. For decades, the country’s authorities have been unable to cope with economic problems, and the military’s control over a significant portion of the economy has hindered the development of private enterprise.

Sanctions alone are not enough to bring about change. “Long-term changes will require the dismantling of the regime as a whole to ensure a democratic transition,” the article states.

Washington is also urged to prepare international support for Cuba’s recovery in advance and to establish direct dialogue with its citizens. Cuban opposition groups, both within the country and in the diaspora, should play an important role in the transition to democracy.

Next week, the UN General Assembly will once again consider a resolution calling for the lifting of the U.S. embargo against Cuba.
