The claims relate to Rosnano projects.
Bailiffs are collecting nearly 20 billion rubles from the former head of “Rosnano.” This was reported on October 27 by TASS, citing court documents. Fourteen enforcement proceedings have been opened against the former official, and assets have been seized in three of them. Of the 19.87 billion rubles in damages, 17.74 billion rubles are for compensation, while another 2.13 billion rubles consist of enforcement fees.
The claims relate to projects that “Rosnano” carried out under Chubais. One of them is Plastic Logic, which was intended to establish production of flexible electronic tablets for schools. In March 2025, Rosnano filed a lawsuit against Chubais and several former top managers seeking 3.892 billion rubles and $20.45 million. The corporation demanded compensation for losses incurred from the project. In April 2026, the Moscow Arbitration Court partially granted the claim. In June, bailiffs initiated enforcement proceedings for more than 6 billion rubles. Chubais appealed the decision.
Another lawsuit concerns the Crocus project to establish production of magnetoresistive random-access memory (MRAM) in Russia. In December 2025, the corporation demanded 11.9 billion rubles from former executives. In January 2026, bailiffs seized Chubais’s assets, and in July, the court ordered the recovery of the claimed damages.
Total financial claims in criminal cases against Rosnano’s former management may exceed 40 billion rubles. Mikhail Marichev, Rosnano’s managing director for corporate protection, previously stated that the company had spent nearly three years trying to settle disputes with former executives out of court. According to him, some projects were never intended to be completed, and funds were being diverted abroad.
Chubais’s attorney Pavel Khlyustov rejected the corporation’s claims. He stated that the defense had presented evidence showing that no losses were attributable to the former management. Chubais himself had previously called the cases against former “Rosnano” executives “repressive measures.”
Chubais headed the corporation from 2008 to 2020. He then served as a special representative of the President of the Russian Federation. In March 2022, he resigned and left the country. Later, Chubais attributed his departure to his opposition to the war in Ukraine. In September 2023, Vladimir Putin suggested that Chubais’s departure might have been linked to fears of criminal prosecution. He stated that after a change in leadership at “Rosnano,” a “huge financial hole” was discovered.
