Latvia May Completely Cancel Bus Trips To Belarus

  • 13.05.2026, 14:21

The decision is awaiting the approval of the country's Cabinet of Ministers.

The Ministry of Transport is pushing forward rules that would ban all bus passenger transportation to Russia and Belarus, as well as transit passenger transportation, writes Delfi.lv>.

There is already a ban for carriers on international non-scheduled passenger transportation by bus across the Latvian-Belarusian and Latvian-Russian borders. However, the Ministry of Transport has drafted amendments to the rules on international passenger transportation by buses, providing for the extension of this ban to regular bus flights.

According to the Ministry of Transport, after the approval of the draft rules, the state-owned SIA Autotransporta direkcija (Autotransport Directorate, ATD) will issue individual administrative acts on the revocation of permits for specific carriers on the basis of the Law on Administrative Process.

"ATD decisions are individual administrative acts on the basis of the Law on Administrative Process". The availability of regular flights to Belarus and Russia, along with other travel opportunities, increases the risk for Latvian citizens to face situations of influence and recruitment," the ministry points out.

At the same time, the Ministry of Transport admits that the ban on international transportation to third countries will cause losses for carriers.

The rules must be approved by the Cabinet of Ministers before they can enter into force.
