Minsk Authorities Secretly Allocated A Plot Of Land In Drozdy To A High-ranking Russian Official

The decision was made in secret.

Former Russian Ambassador to Belarus Dmitry Mezentsev received a plot of land in the Drozy microdistrict in Minsk and is building a cottage there. The capital’s authorities formalized this decision in an order marked “For official use only.” This was “Zerkalo” learned from a well-informed source.

By decision of the Minsk authorities, Dmitry Mezentsev was granted a lease for nearly 50 years on land in Drozy. This decision was formalized in a special document classified as DSP, meaning “For Official Use Only.”

The Russian official received 0.15 hectares of land. That is 1,500 m², which can be visualized as a plot measuring 30 by 50 meters. A cottage of up to 250 square meters could easily fit on such a plot.

Judging by satellite imagery, construction of the house has already begun.

Initially, the authorities ruled that the new resident would pay a land rent of just over 1,000 rubles per year. However, in 2026, Minsk introduced changes to this fee—consequently, the fee could have changed for Mezentsev as well.

The Russian man’s neighbor is Stanislav Zas, who served as Secretary of the Security Council from 2015 to 2020 and then as Secretary-General of the CSTO until 2023. Nearby is also a cottage that the Chair of the Council of the Republic, Natalya Kochanova, transferred to her daughters in 2020.

Mezentsev served as Russia’s ambassador to Belarus from 2019 to 2021. He is currently the plenipotentiary representative of the President of the Russian Federation to the Constitutional Court of the Russian Federation.
