ISW: Putin Will Not Guarantee The Safety Of The U.S. Delegation During Its Visit To Ukraine

The Kremlin's actions indicate Russia's unwillingness to guarantee the safety of the American delegation during its upcoming visit to Ukraine. This is according to analysts at the Institute for the Study of War (ISW), explaining what Russian leader Vladimir Putin hopes to achieve.
Analysts note that Ukrainian President Volodymyr Zelenskyy stated on September 4 that Donald Trump’s envoys Steve Whitcoff and Jared Kushner would visit Ukraine on September 6 following a visit to Russia. Russian media also confirmed the upcoming visits by the American delegation to Russia and Ukraine.
At the same time, according to sources, Whitcoff and Kushner expressed concern about their safety during the trip to Ukraine.
The ISW emphasizes that Ukraine ceased long-range strikes on the Moscow region during CIA Director John Ratcliffe’s visit to Moscow on August 26. At the same time, Putin gave no indication that Russia would cease its strikes on Ukraine during Whitcoff and Kushner’s visit to Ukraine.
“Putin’s apparent unwillingness to guarantee the safety of the American delegation in Ukraine demonstrates the Kremlin’s unwillingness to accept the United States as a mediator in peace talks and underscores attempts to force the U.S. to negotiate exclusively with Russia,” the ISW states.
Peace Talks on Ukraine
U.S. Presidential Special Envoys Steve Whitcoff and Jared Kushner will visit Moscow and Kyiv for talks on ending the war.
According to available information, Whitcoff and Kushner will begin their trip on Friday, and on Saturday, September 5, they will hold talks with Russian dictator Vladimir Putin in the Kremlin. After that, Trump’s envoys will meet with Ukrainian President Volodymyr Zelenskyy in Kyiv on Sunday, September 6.
