Sibiga Warned Europe

The Ukrainian Foreign Minister spoke about Russia's plans.
Russia is already waging an active war against Europe in the “gray zone,” even though it may not officially acknowledge it. This statement was made by Ukrainian Foreign Minister Andriy Sibiga, who called on European governments to take decisive action.
According to the foreign minister, this involves a whole series of incidents: from alleged acts of sabotage and attacks against defense facilities in EU countries to recruitment efforts, cyberattacks, GPS jamming, damage to undersea infrastructure in the Baltic Sea, and violations of NATO airspace by Russian drones and missiles.
Sibiga also mentioned information campaigns and other actions that, in his assessment, are part of Moscow’s overall strategy. The minister called on European countries to view these events not as isolated incidents, but as parts of a broader campaign.
He recalled that prior to Russia’s aggression against Ukraine in 2014 and 2022, tools of pressure were also used to divide society, weaken resistance, and lay the groundwork for further military action.
Andrei Sibiga proposed that European governments focus on three areas. First, to minimize non-essential travel by Russian citizens to the EU and ban entry by Russian combatants. Second, to increase economic pressure on Moscow. The foreign minister called for a trade embargo, tougher sanctions, and the termination of energy projects with Russia, including cooperation in the nuclear sector.
The third area is dismantling Russian networks of influence in Europe. Sibiga proposes closing “Rossotrudnichestvo” offices and “Russian Houses,” restricting cultural and scientific exchanges linked to Moscow, and countering Russian propaganda.
According to the minister, Europe is effectively faced with a choice: to allow Russia to achieve its goals through hybrid pressure or to demonstrate a willingness to defend its own security. Ukraine, Sibiga stated, has accumulated significant experience in countering Russian threats and is ready to share it with its European partners.
